How Virginia taxes retirement income
The same rules apply everywhere in the state. What changes from one household to the next is the order you draw from your accounts — which is the part that’s actually within your control.
- Social Security
- Virginia does not tax Social Security benefits. Benefits that are taxable at the federal level are subtracted from Virginia taxable income.Virginia Department of Taxation, as of 2026
- Age 65+ income subtraction
- Virginians born on or before January 1, 1939 may subtract up to $12,000. For those born later, the subtraction phases out as income rises above the federal adjusted gross income threshold.Virginia Department of Taxation, as of 2026
- Retirement account withdrawals
- Distributions from traditional IRAs and 401(k) plans are taxed as ordinary income at Virginia's graduated rates. Qualified Roth distributions are not.Virginia Department of Taxation, as of 2026
- Estate and inheritance tax
- Virginia has no state estate tax and no inheritance tax. Federal estate tax rules still apply.Virginia Department of Taxation, as of 2026
Virginia public-sector plans
- Virginia Retirement System (VRS)
- Which plan you're in changes your options at retirement more than most members realize — particularly the hybrid plan's defined-contribution component. Plans: Plan 1, Plan 2, Hybrid Retirement Plan.
- Optional Retirement Plan for Higher Education (ORP)
- Common at William & Mary and other Virginia public institutions. Unlike VRS, the balance is yours and portable. Plans: ORP Plan 1, ORP Plan 2.
